How about Costumes that work like pets
I was remembering how last year for halloween they had PvP where you could play as one of the NPCs from GW. So I was thinking, maybe there could be a costume shop somewhere that sold costumes that work like pets, in the sense you double-click on one of them and you'd look like whoever, double click on it again and you go back to normal (and they'd be reusuable).
It'd be a strain on inventories so I would hope the price is kept down, but it would be another way to spice up the game a tiny bit.

Perhaps the difference lies in the idea that you can buy them from a merchant NPC instead of having to shell out a fortune or have a 1 in 100,000 chance of getting one?
I personally like this idea, it would be kind of fun to have a costume trader. Especially if they changed the inventory every now and then depending on the seasons and festivities.

Sounds like a tonic that you can end early. I'd suggest that instead of being reusable, they'd just be hella cheap or easy to get, and would also only be offered during Halloween time.

Nice idea but I guess it will never happen.
Admitting that its a simple matter to create such a disguise to an avatar as to do it for a festival would open the floodgates.
New faces new hairstyles armour for pets etc.
The transmog potions pretty much confirm that mass changes are easy to achieve.
How much more time consuming it would be to allow players to change on an individual basis is still unknown.
Still maybe one day

We already have tonics.
They could give them a 'remove maintained skill' icon like enchantments people could use to remove them.
And then eternal tonics would work exactly as you want.

Umm...rarity, variation and lack of a 100K + xxx ecto price tag me thinks.
I'll sign anything that leads to better customization and aesthetic variation for the masses as opposed to the rich.

seems a bit problematic though, first of all, what happens to the characters who got that 1 in a million chance and get an everlasting tonic. or someone who buys them? they would feel cheaped out and might even stop playing for the principle
second of all, you cant have rarity without value. If theres and abundancy it will be cheap, if their uncommon or hard to get, expensive, thats how economy works.
finally, even if they were rare and affordable, it would ruin the already crumbling economy. expensive items that can be traded between characters (ie ecto, zkeys, tonics, booze to an extent) keep the economy going and keep people farming. supply and demand
the only way it would work is to make only a few, not terribly elaborate forms, and make them a reward for doing things like the deep and Doa, and maybe put a limit on how many times a week the quest can be completed. it regulates, yet keeps it valuable enough to be a rare comodity.

His/her principle is sound though.
Any MMO community would react negatively for obvious reasons.You can't make an item 100k+ and make it easily accessible the next day.
My understanding is that these "costumes" would be more of a slight armor or toon change as opposed to the tonics which are far more exaggerated in terms of the size you become and the type of effect it has on the character.

Eh not another quick to become boring morph. I want creativity! Give us the option to dress up in a costume like our armor, with interchangeable parts. Let's see something like Pumpkin headed gnomes or drooling skirt wearing Ettins in Kryta come Halloween muahahaaa!
